Most hurricane kits rest on one unstated assumption: that the phone will work. It usually does, right up until the moment it matters.
The one item a phone genuinely cannot replace is a NOAA Weather Radio All Hazards receiver with a SAME decoder. It is a direct VHF broadcast from the nearest National Weather Service office — no carrier, no account, no app. With SAME programmed, the radio turns itself on and sounds an alarm for your county specifically, at three in the morning, while you are asleep.
That is the whole point. Everything else in the kit keeps you comfortable. This is the part that wakes you up.

How to set up SAME correctly, in five steps
NOAA Weather Radio broadcasts on seven VHF channels: 162.400, 162.425, 162.450, 162.475, 162.500, 162.525 and 162.550 MHz. Your local NWS office uses one of them. Here is the setup that actually works.
- Find the station designated for your location. NWS publishes coverage and county listings at weather.gov/nwr. Tune each of the seven channels and note which ones you receive.
- Do not simply pick the loudest one. This is the mistake NWS explicitly warns about: if you program a clearer station that is not the transmitter designated to carry alerts for your area, you will not receive your alerts. Signal strength is not the selection criterion. Coverage assignment is.
- Look up your SAME code. It is six digits. The first digit is 0 for an entire county and non-zero for a portion of one; digits two and three are the state; digits four through six are the county. Get it from the NWS county table, by calling 1-888-NWR-SAME (1-888-697-7263), or by texting Go to that same number.
- Enter the code following your radio’s manual. Most receivers hold several codes, so add your county plus the neighbours you commute through or have family in. Adding too many defeats the purpose — you will start ignoring it.
- Test it. NWS runs a Required Weekly Test on most transmitters. If your radio does not sound during the weekly test, your programming is wrong, not the network.
When a real warning goes out, the broadcast carries a digital SAME burst — audible as a brief hiss — followed by the 1050 Hz warning alarm tone as the attention signal, then the message itself. That tone is what a phone alert cannot guarantee you when the tower is down.
What the phone actually does and does not do
Be precise here, because the internet is not. Wireless Emergency Alerts use cell broadcast, so per the FCC they are not affected by network congestion and do not require a subscription. The common claim that WEA fails because everyone is texting is wrong. Geo-targeting is also better than its reputation: since December 2019 participating carriers have been required to deliver alerts with no more than one-tenth of a mile of overshoot, not the county-sized blanket of the original 2012 rules.
The real failure modes are different, and worse:
- The site has to be alive. WEA requires a handset that is switched on, out of airplane mode, and receiving service from a participating carrier’s tower. FCC DIRS reporting recorded 48.7% of cell sites out of service in affected North Carolina counties during Hurricane Helene and 36.7% in the affected Florida counties, and 12.3% in the Florida areas hit by Milton. For Francine, most of the downed sites had simply lost commercial power.
- You can opt out. Imminent threat alerts and AMBER alerts can be turned off in phone settings. Many people did so years ago and forgot.
- A dead phone receives nothing. Day three of an outage is when this bites.
For person-to-person contact, follow FEMA and FCC guidance: send texts rather than calling. Texts use far less bandwidth and often get through when a call will not, though delivery may be delayed under congestion. If you must call, keep it short.
None of this runs over your home internet, which is worth remembering when the power is out: the gateway that connection depends on is usually the provider’s box rather than yours. ISP modem rental fees and the break-even math covers who owns what on your bill.
Water, and the rest of what FEMA actually lists
Ready.gov’s basic kit specifies one gallon of water per person per day for several days, for drinking and sanitation, with the printable checklists using at least three days. Pets count. Sanitation is not optional padding — it is most of the volume once toilets stop flushing.

The rest of the Ready.gov basic list: a several-day supply of non-perishable food, a battery-powered or hand-crank radio and a NOAA Weather Radio with tone alert, flashlight, first aid kit, extra batteries, whistle, dust mask, plastic sheeting and duct tape, moist towelettes and garbage bags, wrench or pliers to shut off utilities, manual can opener, local paper maps, and phone chargers with a backup battery.
Which parts of this guide are national, and which are not. Worth separating, because getting it backwards costs you. Genuinely uniform nationwide: NOAA Weather Radio broadcasts and the SAME location codes themselves — the National Weather Service issues and maintains the county and marine-zone codes for the whole country, and the FCC locks the EAS protocol against local variation under 47 CFR §11.31, so your six digits are the same figure wherever you buy the receiver. Also federal: the FCC’s WEA rules, USDA’s food-safety windows, and the CPSC generator warning label, mandatory under 16 CFR Part 1407 for units manufactured or imported since 14 May 2007. Not uniform: evacuation zones, evacuation and re-entry orders, and shelter information all come from your state emergency management agency and county, not from FEMA, and the zone naming differs state to state. Generator siting can be restricted further by local ordinance or an HOA on top of CPSC’s 20-foot guidance, and price-gouging protections after a declared emergency are state statutes — there is no federal price-gouging law, and NCSL puts the count at roughly 36–37 states plus DC and the territories. What triggers them, what counts as gouging, and how you report it all vary. Look up your state agency and your county evacuation zone before the season, not during it.

The fridge clock, and what a battery can honestly hold up
USDA’s numbers are simple and worth memorising, because people guess wrong in both directions.

Discard perishable items — meat, poultry, fish, eggs, leftovers — after 4 hours without power. Never taste food to decide. Put an appliance thermometer in both compartments now, so that after the storm you are reading a number instead of arguing about one.
Can a battery power station bridge that gap? For a fridge, yes — but not for as long as the marketing implies. The mistake that kills people every hurricane season
This section is not balanced, because the hazard is not balanced.
CPSC has cited an average of nearly 100 people a year in the US dying of carbon monoxide poisoning caused by portable generators. CO is colourless and odourless and can kill before anyone recognises symptoms. The deaths cluster in the days after landfall, when the wind has stopped and people relax.
The rule, in CPSC’s own terms:
- Operate generators outdoors only, at least 20 feet from homes and buildings, with the exhaust directed away from windows, doors and vents.
- Never run a portable generator inside a home, garage, basement, crawlspace, shed or any other enclosed area — even if doors or windows are open. Opening them does not provide enough ventilation to prevent lethal CO buildup. An open garage door is not outdoors.
- Close windows and seal vent openings near the generator or in the path of its exhaust.
- Install working CO alarms — battery-operated or with battery backup — on every level and outside sleeping areas, and test them monthly.
- If you are buying new, look for CO shut-off technology certified to PGMA G300-2023 or UL 2201-2023. UL 2201 models also cut CO emissions, not just shut down after the fact. Both standards are voluntary: the only federally mandatory part is the warning label under 16 CFR Part 1407, so a generator with no shutoff at all is perfectly legal to sell.
If you feel dizzy, weak or nauseous, get to fresh air immediately and call for help. Do not go back inside for anything.

Crank radios: useful, but know the limit
A crank is a genuine backstop for the radio itself. It is not a charging strategy. Buy the crank for the radio and the LED, and buy a separate battery bank for the phone.
The other trap: many crank radios sold as “emergency” units cover only FM and AM. If the tuner does not reach 162.400–162.550 MHz and there is no SAME decoder, it cannot do the job described at the top of this article.
