You Do Not Know What Your Own Water Is

Ask an American homeowner what their water hardness is and you get a shrug. Ask whether their last water heater lasted as long as it should have, and you often get a complaint. Those two facts are related more often than anyone realizes, because hard water never announces itself. It shows up as “the water heater died early,” “the dishwasher leaves a film,” “the shower head clogged.” Nobody files those under water chemistry.

So the first useful thing you can do is not buy anything. It is to find out what is coming out of your own pipes.

The USGS Scale, and Where the Hard Water Actually Is

The U.S. Geological Survey uses four categories, measured as milligrams per liter of calcium carbonate. Plumbers and softener manufacturers use grains per gallon instead; one grain per gallon equals about 17.1 mg/L, so the two scales line up cleanly.

USGS mapping shows hardness is not evenly spread. Hard water is prevalent across the east-central and western United States, tracking carbonate-rich aquifers: a broad band through the Great Plains and Midwest, with Indiana and Kansas among the standouts, plus the arid Southwest, where Nevada, Arizona, Utah and New Mexico combine mineral-rich geology with high evaporation. The Pacific Northwest, New England and much of the Atlantic Southeast trend softer. USGS is explicit that its national map describes regional patterns and should not be used to judge a specific address — which is exactly why it is a starting point, not an answer.

That regional split matters more than most buying guides admit. In Phoenix or Indianapolis you are managing scale. In coastal Georgia or the Carolinas your water may be soft and mildly corrosive instead, and the failure mode is anode rod and copper attack rather than mineral buildup. The Department of Energy’s Pacific Northwest National Laboratory published a 2013 report, Impacts of Water Quality on Residential Water Heating Equipment (PNNL-22921, Widder and Baechler), that treats both directions as real problems and tabulates mitigation for each. Why Your Utility’s Annual Report Probably Won’t Tell You

Here is the counterintuitive part. Community water systems are required by EPA under the Safe Drinking Water Act to deliver a Consumer Confidence Report to customers every year, by July 1. It is a genuinely useful document. But it reports regulated contaminants, and hardness is not one.

EPA’s secondary drinking water standards — the aesthetic tier covering iron, color, odor, pH, total dissolved solids and ten others — are, in EPA’s own words, guidelines the agency does not enforce. Hardness does not even get its own line; it appears only as a listed effect of elevated total dissolved solids. So your CCR may include hardness as a courtesy, or may not mention it at all, and either way nothing was violated.

Step One: Test It

Three routes, in ascending order of cost:

Test strips. A few seconds under the tap, a color match, a number in grains per gallon. Accurate enough to tell “soft” from “very hard,” which is the decision that matters. Test the cold tap, unsoftened and unfiltered.

Your utility. Call and ask, or check the CCR. Many publish hardness even though they need not.

A certified lab. The only real option on a private well, which the CCR requirement does not cover at all, and worth it before spending four figures on treatment.

The Water Heater Study You’ve Seen Quoted — and Who Paid for It

Search “hard water water heater” and you hit the Battelle study within three results. It deserves a summary and a disclosure.

The Water Quality Research Foundation — research arm of the Water Quality Association, the water treatment industry’s trade group — contracted Battelle Memorial Institute in 2009 to test 30 water heaters: ten gas storage, ten electric storage, ten gas tankless, five of each type on softened water and five on hard. WQA supplied the units and approved the protocol. This is industry-funded research on a question the industry sells the answer to. Read it that way.

The findings, as reported: units on softened water held their factory efficiency rating over a simulated 15-year life, while gas tankless units on 26 grains-per-gallon water stopped functioning entirely from scale blockage after about 1.6 years’ equivalent use. Industry materials also cite roughly a 4 percent efficiency loss per 5 gpg.

The methodology caveat matters as much as the funding. This was a 90-day accelerated test using elevated supply temperatures, elevated flow and 26 gpg hardness — well past the 10.5 gpg “very hard” threshold. Accelerated testing is legitimate, but it does not convert into a calendar prediction for a house at 8 gpg. The directional finding — tankless units are the most scale-sensitive equipment in a hard-water house — matches the independent DOE-sponsored PNNL work. Treat the percentages as coming from an interested party.

What a Softener Actually Does, Sodium Included

An ion exchange softener runs water through resin that swaps calcium and magnesium ions for sodium ions, then flushes the resin with brine to recharge it. The hardness genuinely leaves the water. That is why softeners can be certified to NSF/ANSI 44, the standard written specifically for residential cation exchange softeners.

The trade: sodium goes in, roughly 7.5 mg per gallon for each grain per gallon of hardness removed. At 10 gpg that is on the order of 35–40 mg/L. For context, EPA’s drinking water advisory suggests staying under 30–60 mg/L for taste, and under 20 mg/L for people on a physician-prescribed 500 mg/day sodium diet. What that means for your body is a conversation with your doctor, not with us. Two practical options: regenerate with potassium chloride instead (costs more, adds no sodium), or leave one kitchen tap unsoftened for drinking and cooking.

Jurisdiction note. Two of these things are federal and two are not. Federal: the annual Consumer Confidence Report requirement for community water systems, and EPA’s position that hardness sits in the unenforced secondary/aesthetic tier rather than being a health regulation — those apply nationwide, no state check needed. State and local: whether you may install a self-regenerating softener at all. California’s AB 1366 (Health & Safety Code §116786) does not ban softeners statewide; it authorizes local agencies operating community sewer systems or water recycling facilities in specified regions to restrict them by ordinance after a public hearing, where the regional water board finds it helps meet water quality objectives, and any such ordinance must be prospective — it cannot force removal of units installed before it took effect. Other states and districts have their own brine-discharge and plumbing-code rules. Check your city or sewer district before you buy, especially in California, Texas and the arid Southwest.

Salt-Free “Conditioners”: Read the Verb

This category is where marketing gets loose. Template-assisted crystallization (TAC) media does not remove hardness. It converts dissolved calcium and magnesium into microscopic crystals that stay suspended and are less inclined to bond to hot metal. A 2011 WateReuse Foundation study of alternatives to domestic ion exchange softeners found TAC the most effective alternative tested, with over 88 percent scale reduction — so the mechanism is not vapor.

But note what that claim is about: scale formation. Your hardness reading does not change, and soap scum, spotting and the extra detergent do not go away. A salt-free unit also cannot carry NSF/ANSI 44 certification, because that standard is for cation exchange softeners — if a listing claims it, the listing is wrong. The relevant standard for scale-control devices is IAPMO Z601, developed from the German DVGW W 512 protocol, and relatively few products carry it. Ask for it by name; treat “proven” without a named standard as an empty word.

Point-of-Use vs Whole-House

A faucet filter is a point-of-use device: it treats one tap, downstream of everything expensive. It can improve taste and, where certified to NSF/ANSI 42 (aesthetic) or 53 (health effects), reduce specific listed contaminants — check the certification listing, not the box art. What it cannot do is protect your water heater, dishwasher or washing machine, because that water never passes through it.
